Checkouts
All books, books on tape or CD’s = 3 weeks.
Videos and magazines =1 week.
Only three new books per person can be checked out at a time.
Renewals
Library materials can be renewed 3 times, unless some one is waiting for them. New books cannot be renewed.
Fines
Fines on books are 10 cents a day per item. There will be a $1.00 limit on each book. Fines on books on tape, CD’s and videos are $1.00 per day per item. There will be a $5.00 limit on each item. After a patron’s fine reach $3.00 they cannot check out until the fine is paid. Fines can only be paid with money. No donated books, videos, or working in the library.
Loss of library materials
Price of item.
$1.00 fine if applicable.
$2.00 processing fine.
Suspension of patron
$3.00 in fines.
Library materials not returned.
Other Family member is suspended. (Mother, Father, Child, Sister, or Brother.
Overdues
When library materials are 1 week overdue, a phone call will be made to remind the patron.
When library materials are 3 weeks overdue, a written notice will be sent.
When library materials are 6 weeks overdue, a written statement will be sent. This will inform the patron if books are not returned they will be taken to small claims court if costs are $50.00 or more. This statement will also inform the patron that they and any close family members are suspended until materials are returned and all fines and fees are paid.
All fines and lost books must be paid for with money. No donated books, videos, or working off the fine in the library.
Fees
- Copies—15 cents for library materials. 20 cents for nonlibrary materials. $1.00 for colored copies.
- Faxes—$1.00 per copy. No charge for cover sheet. No incoming faxes.
- Proctoring of tests. No fee.
- First library card is free. If it needs to be replaced the cost will be $3.00.
- Non-resident–$10.00 per person per year.

Collection and Development Policy:
Process of selection:
Selection of materials shall be based on the merit of the work in relation to the needs, interests, and demands of Fremont County District Library. Materials which some portion of the community may find objectionable will not automatically be rejected: questionable materials face review by library staff and may be purchased if there is sufficient interest by library users, or if the work has literary, instructional or, educational value. Selections are made to provide depth and diversity of viewpoints to the existing collection.
Fremont County District Library does not provide textbooks for classes, but will try to provide supporting materials to support school projects and reading lists.
Factors for selecting materials
- Contemporary significance or value to the collection
- Accuracy of content for education or instructional purposes
- Relation to existing collection
- Price
- Providing availability of information in the subject area
- Coverage of controversial topics
- Response to popular demand
- Present and/or potential relevance to identified community needs
- Literary, artistic and/or technical value
The library director and staff develop the library collection with consideration to the library Bill of Rights and Freedom to Read Statement provided by the American Library Association (statement provided).
Process for Weeding:
Items are weeded when their relevancy, physical condition, or usefulness has passed. Weeded items are either discarded or are placed on the book sale shelves. Lack of space often requires regular weeding.
Factors to consider when weeding are:
- Physical condition of material – damage etc.
- Items lacking current circulation or no longer in use
- Items containing subject matter no longer of current interest
- Multiple copies of titles no longer in demand
- Old editions of non-fiction replaced with updated editions
- Non-fiction containing outdated or incorrect information
- Monetary and classic value of books
GIFTS:
The Fremont County district Library will accept gift donations, but will not guarantee that all gifts will be added to the collection. Gifts face assessment by library staff and only materials that replace worn, existing copies or materials that add value to the collection will be added. Other gift materials will be placed on the sale shelves or will be discarded. Gifts donated that are aged, worn, dirty, tattered, or otherwise are in poor condition shall not be added to the collection. The library shall not determine any value for tax purposes, bit will provide, upon request, a letter or receipt acknowledging the gift. It is the donor’s responsibility to maintain all personal records required by the donor for any purpose.
Gift Guidelines:
- The library retains unconditional ownership of the gift
- The library makes the final decision regarding the gift’s use, sale, or disposal
- The Library reserves the right to determine the method in which the gift is displayed, housed, accessed, and managed
Challenging Materials:
Any materials selected under this policy are considered to be protected by the First Amendment of the United States Constitution. If a claim is made that an item is not constitutionally protected, the burden of proof rest with the person or group making the assertion, any library patron who is a resident within the Fremont County District Library Boundaries may question the presence of an item in the library’s collection. Parents/guardians retain the responsibility of supervising what their child or children read and look at.
If a patron believes a specific item does not meet the guidelines of the Collection Development Policy, he or she may complete a “Request for Reconsideration” form. The completed form and associated item will be reviewed by the Library Director and staff members of the library. The Director and staff members shall consider each work as a whole, and individual passages will not be considered out of context. A determination of the request shall be made within 30 calendar days of the receipt of the request, and the patron will be informed of the resulting review of the request. Material being questioned may remain available to patrons during the reconsideration process. Patrons believing the determination made in regard to their Request for Reconsideration does not follow the Collection Development Policy may appeal to the Library Board of Trustees through the Library Director, who shall forward the appeal to the Board along with any documentation relating to the Director & staffs review of the item. After reading the item in question and full consideration of the specific material in relation to the Collection Development Policy, the Library board shall make a final determination of the matter at the following month’s board meeting in regard to whether the Library is in compliance with the Collection Development Policy.
